I have loved you, says the LORD (2) sets the tone of the book, gives reassurance and challenge, and places at the centre of the book the issue of what God has done and what God has revealed. The book does not start with a summary of what the people have done or not done, but what God has done. It does not start with what the people have done to God, but what God has done to the people. He has loved them.
